How to Avoid High Duty Costs

This man is transporting goods from the South African side to the Zimbabwean side for R20. 

News reaching my desk suggest that haulage trucks are employing the services of men on bicycles to transport goods across the border. They're doing this to cut costs as duty fees have become unaffordable. They offload their merchandise and use the bicycle men who obviously have contacts at the boarder post. The bicycle men charge a R20 fee for the service. Once on the Zimbabwean side they reload their trucks and prepare for the Zimbabwe police roadblocks.
